They're nine cards that came out at the very beginning when MtG creators thought things like "rarity"* would control how many people had. Sounds dumb now, but no one had really made a game like this before.
They're no longer released and copies now go from anywhere to a couple hundred to about one thousand dollars.
But because way tournaments are set up, people almost never need them unless they're really hardcore players.
*No, card rarity, not fictional ponies that didn't exist yet.

Most of the power nine in magic basically give you free mana. They let you build easy to pull off combos that one could often use on turn one to win the game.
The only format that allows them only allows one of each per deck (as opposed to the normal four) and games usually revolve around who can get the best opening hand or enough counter spells to survive against their opponent enough to pull off their own combo.
The moxen are essentially lands you can play more than one of in a turn. Black Lotus is 3 free mana. Time Walk gives you an extra turn for two mana. Ancestral Recall lets you draw 3 for one mana. Timetwister shuffles your hand and graveyard into your library and makes you draw to 7, affecting both players.

Interestingly, Ancestral Recall was initially going to be a common (being part of the Healing Salve, Dark Ritual, Lightning Bolt and Giant's Growth cycle), then changed when they (sort of?) realized its power.
That thing can easily win you a game. Which is alright in Standard formats where a six CMC card is normally a winner, but pretty broken in EDH.
Although the fact that it exiles itself and thus it practically resets the game, except that there are no opening hands makes it pretty much an awful card. Unless you're a Johnny and try to find a way of comboing that thing.
So, out of Feral Hydra, Khalni Hydra, Apocalypse Hydra, Primordial Hydra, Photohydra, and Protean Hydra, which one is more flexible/playable than the others?
I'd say Khalni Hydra is the most competitively playable, and Apocalypse Hydra is the most flexible.
I do have fond memories of Feral Hydra kicking ass after my team got Contamination-locked in Archenemy, but aside from a weird situation like that it's probably the worst of those.
Tl;dr, force opponent to mill until a certain card (or number of cards) goes into the graveyard.
Someone used this against me when I had Yawgmoth's Will on the field. When Yawgmoth's Will is on the field, all cards that would go in the graveyard are exiled.
I'm quite impressed, to be honest. He managed to kill me via milling without making it take forever.
Spawnsire of Ulamog's second ability can't actually be used in EDH unfortunately, although you seem to have edited out the part mentioning it so maybe you knew that already.
