Also for what it's worth, the Ratchet and Clank series they were more or less competing with... did have guns and such from the beginning but like it did get a lot more shooterier as it went on.

I never played the other ones.
as a nintendo kid, I was slightly jealous of my PS2-owning friends but more for ratchet and clank than jak
So maybe that was just a trend at that time.
