It's certainly scoped to a theme deck, but I wouldn't call it a bad card.
Then again, by turn six, depending on the format, having a six mana card that's only useful if you have lots of zombies in your hand may not be all that great.
In my own experience, Rooftop Storm has been always an EDH card. It simply doesn't work that well in slow formats, unless you're ramping like a motherfucker (And son, you better be ramping up good, because otherwise, you're getting it at turn six, and really, if by then, you haven't cast enough zombies to keep reviving them and/or using them to attack and win, you might be playing a not-so-good deck)

Yeah, ^^ this and ^ this where my feelings on the matter.
It could be quite damning in EDH, but you'd have to have a deck that could take advantage of it, and it of course couldn't be the focus as it's only one card.
Other formats are fast, and a six drop is sort of a tall order if it's not necessarily going to make you win outright. I'd imagine most people would rather have something that cost less and they could use earlier in the game than take up a few spots in their deck for it.
i think the only EDH deck i've ever used with Rooftop Storm in it was Scion of The Ur-Dragon and it's because the combo with Artifical Evolution is truly lulzworthy.

I was thinking the exact same thing.
I mean, you can pull off a combo and say "I killed someone for a hojjilionbillion damage!" And people are like, "yeah, that's a lot" But if you can just break 100 in a kill, it's like you worked a miracle.
Even in the present day, it's very rare for an individual to be responsible for the well-being of more than, say, 500 others. It follows that we haven't had many chances for natural selection to err towards the survival of individuals that are able to emotionally appreciate the scale of populations thousands of times that.
Ideas for instants/sorceries based around negating power-up cards (Giant Growth, Increasing Savagery etc.):
Flush: Mana Cost: 1U Text: Return target attacking creature to its owner's hand. All creatures controlled by the owner get -X/0 until the end of the turn, where X is the power of the target creature Detonate: Mana Cost: 3R Text: Kicker: 1RR
Target creature deals damage to itself equal to its power. If kicker cost was paid, target creature deals damage equal to its power to its controller.
So, I found out that there was a videogame based on MTG called Battlegrounds, which actually tried to replicate what a planeswalker duel would look like in real life.
It actually looked half decent, considering it was on the Xbox and all.
Cascade and X costed cards are a bad idea simply because you're not getting a free spell and, in the case of EDH, the free one or two mana don't really make the difference they make in legacy.
ETA: Also, I made a deck with a buncha cards named Avengers + Tooth and Nail + Ramp just so I get to say the obvious joke.
Actually, Cascade and X spells are a bad idea because you don't get the chance to pay anything for X, so it just ends up being 0. If you could, it'd be alright, since it's still an extra card.
Realization: Part of the reason that I don't like the Innistrad Block is the fact that everything in that block is tailored to the Innistrad creature types. Of course, there's a little bit of this in all sets. Rise of the Eldrazi, for example, was built around getting the Annihilators out as quickly as possible. But it's taken to a worrying extent in Innistrad. Take this card, which I got in my booster pack today (along with Wolfir Silverheart, but that's a topic for another time)
Very interesting card, very good flavour, but tailor-designed for the human-heavy Avacyn Restored. Sure, humans can be found in every set since Alpha, but you won't reliably find them outside of the Innistrad Block. Same with Slayer of the Wicked or Wooden Stake. There are only about 400 creatures in all of Magic that the Slayer can destroy, and with only a few hundred Vampires in Magic, Wooden Stake's not nearly as useful as Bonesplitter Axe
Ah, well, that I consider to be a little bit overpowered. 2 Black Mana to destroy 90% of all creatures, ever? Freaking dangerous. Anyways, Victim of the Night is more of an exception to the rule rather than a representation of balance.

I don't even play blue outside of infect decks and I want this card.
Eh, the way I think of Magic, a card should be able to interact with most other Magic spells. I've never been much of a fan of Limited formats. It's been 9 months since I've learned about Magic, and I still haven't made a Standard deck.
Cards are often made with different formats in mind simply because there're very few cards (I'd argue for none, even) that can work in all formats. With that taken into account, I don't see what's wrong with designing a card specifically for draft/sealed.
