Yeah, the thing about burn is that it's already simple and cheap, so if you want to complicate it with a combo, you have to make sure you're improving on the deck by doing so.
You don't get much in the way of advantages for making a burn deck that can only target opponents. A creature left to its own devices can often deal more damage than a single burn spell.
Well, it could target creatures too, but the idea was to burn the opponent to death in basically one shot. More of a combo deck than a traditional burn deck, but that probably won't work.
Eh, I still think Increasing Vengeance might have a home somewhere.
Increasing Savagery might make for a good out-of-nowhere win in an infect deck with Blighted Agent.
I think it might do best in a ramp or control deck that can reasonably get to where it can cast it from the graveyard. If you can't get there, it's a worse Reverberate.
Imagine turn four copying your Rampant Growth, using Primeval Titan to start swinging into lands, and flashing back the Vengeance for a x3 burn spell to finish. Might not be a reliable deck, but that's just sort of off the top of my head.
If used in a UR deck with Ol' Snappy it can be cast from the grave with four mana, and a fifth can be used to cast a Galvanic Blast for twelve damage if Metalcraft is enabled, which is pretty okay.
And there's always Past In Flames, although that requires four to cast, two more to cast Vengeance and another to cast Blast itself, which is rather extortionate.
I forgot to think about how Snapcaster could be used with the new set. Self mill and Snapping big sorceries that give you doubled effects might be fun.
Yeah, you can flashback Increasing spells at a more reasonable cost with him.
Speaking of self-mill, I'm liking UG (or maybe RG) self-mill more and more, now that we have Tracker's Instincts. Ghoultree might find a home there; it doesn't do much except be big, but it can be a 10/10 for G, which is hard to ignore.
So that harmless Cephalid deck I made yesterday? I realized that by cutting out a few cards and adding a few more I can make a pretty good mill deck. I may not use it, though. It's not as thematically unified and as such not as fun to play with (for me, anyhow).
I'm more of a WUR fan. Shame that the only three generals that can do that are Santa Goat (Which is such a tired archetype) Mr "I don't know who i'm hitting, lol" (who can be pretty fun, but I don't want him as a general) and Sir "I'm a dickish dragon, hear me roar and lemme burn the land"
Try Pack Wars. Or a regular booster draft/sealed deck.

Well, I'd say that it's a format you should build for, rather than a format that should adapt to a certain kind of deck. By which I mean, if you're playing 20 cards and you can only fit 6-10 lands, then it follows that what you want is for your cards to have lower costs.
I'm not sure if modifying the rules would do any good, really.
So when I saw Grasp of Phantoms I thought "So it's better than Repel, which came out in the last block with Flashback". But then I remembered Repel was an instant. And then in Dark Ascension they printed Griptide, which is exactly the same as Repel.
But she seems so friendly! She just wants to help...right?
Apparently on Iquitana the overabundance of aether in the atmosphere means organisms tend to change into other organisms. Maybe that's where we'll see double-faced cards next.
