I know this because the Pope holding the fake Papacy is everyone's religious head, but when I cheated and gave him Rome, he used the decision to restore the Papacy, giving Rome to the fake Pope holding the real Papacy title. The third Papal States is empty and doesn't seem to do anything.

I wish I could say it's somehow the latter, but sadly it's just a bug report for a CK2 mod.

Yeah, I honestly couldn't remember any time history was really like this, but the three-way Schism was definitely an amusing stupid period of European and Catholic history.
