This probably won't be the final design. I feel like it's either underpowered for a rare or overpowered due to poor wording. But it's a start.
Also, what the hell, past me? This is both ludicrously overpowered *and* badly formatted.
Assuming it's supposed to mean you skip the draw, and that you don't get to see the card before deciding, I'm not sure this actually is overpowered. It's a five-mana 2/2 that does nothing until you untap with it, and might still do nothing but make you skip your draw.
I guess the fact that it isn't limited to once a turn is an issue, though. Possibly it should cost mana to use.
It's in Izzet colors. Do you have any idea how easy it is to manipulate your top card when you're playing Izzet? Combine that with cards like Bazaar of Baghdad or Gush that can draw you cards without having to pay mana, and that's a one-turn KO just waiting to happen.

I'm pretty sure the issue there has more to do with bazaar and gush than your card.
Look, Izzet is already one of the guilds for stupid two-card infinite combos that can be pulled off by turn 4. The last thing I want to do is add in yet another potential combo piece.
Also I can do YGO cards but the majority of the cards are Effect Monsters with that gross brown card border and none of the life-filled colors that MTG has.
