I know about Mandarin from Marvel Ultimate Alliance. He struck me as more of an Iron Fist villain than an Iron Man villain. But, I guess that's why the real villain was the scientist man.
You know what's wonk about recent nerd movies? You can't just have one villain. Star Trek switches out that one guy with Khan. The entire Dark Knight trilogy has the climaxes end with the secondary villains that nobody expected. And now Iron Man 3. It's almost like they can't be honest with the audience.
Two seems to be the sweet spot. Three is spreading the butter too thin (see Spider-Man 3) and one is the traditional number, making it played out to an extent.
Honestly, if a movie (or anything, really) is able to hook me with one really well done villain or two high-quality ones, either option is fine by me.
