The 7-limit is the usual prime limit for conventional harmony, but 11 and 13 show up a lot in Middle Eastern, West African and Southeast Asian music in different forms. In particular, the neutral third of 11/9 and the wide second of 15/13 are very close to the third degree of 7-ET (in Thai music) and the second in 5-ET (in Balinese slendro and on the Nigerien balafon) respectively; and intervals like 11/8 (a half-sharp fourth) and 13/8 (a half-sharp sixth) show up a lot as leading tones during chromatic runs in old blues. Partch used 11-limit as the basis for his scale for these reasons.
It's past 13, into 17, 19 and 23 that things get contentious. 17 and 19 are fairly well-represented in 12-ET and are useful to add colour to certain progressions, and like 11 and 13 23-limit does have a place in blues harmony, but because the overtones are harder to hear their relative consonance is contentious. Even more so very high primes like 29 and 31, which composers like Ben Johnston have used from time to time.
Personally, I care not a lick about whether they are so-and-so's definition of "consonant" or not. What intervals someone uses are their business, and if it sounds cool, it's good in my book. Plus, pure harmonies that are still that complex can make for an interesting contrast with smoother 7- or 11-limit harmonies.

Consonance is mainly determined by timbre and context, but what sounds cool need have little to do with consonance. And that's not even getting into how a lot of physical concords are strange to untrained ears, like wide 9/7 major thirds or, yes, low-order tritones (7/5, 13/9, 11/8) in harmonic timbres... or any concords in more alien timbres, like the kettle gong scales in Cambodian and Sundanese music.
