That is risotto, I am pretty sure, or a form of it.
And for the record, "Alfredo sauce" really isn't a thing in authentic Italian cooking: Pasta Alfredo is made with butter, cheese, cracked pepper, garlic and olive oil on pasta, and generally nothing else.
People use cream a lot in Alfredo here and apparently Italians get really irked by that, because cream sauces are literally something completely different that has nothing to do with pasta Alfredo.
