According to 15Q, the State of Delaware wasn't happy about it either, and their next contract stipulated that the plate supplier must "match" the previous typeface.
Also upon further thought I find it kinda funny that Delaware is one of very few states that is small enough that they can still get away with using all-numeric serials on their plates.
(The only other one I know of is Rhode Island, and even they have used letters in the past)
