Going by the etymologies of "wet" and "water", I think so, judging by what is supposed of the Proto-Indo-European root.
Whether our modern senses of the ideas designated by those terms are such that "water is wet" is a true statement, I don't know.

As wetness is the state of being covered in water, water is wet unless you somehow have a single molecule of it, in which case you will get insufferable pedants proudly declaring that "Um, actually, water isn't wet".
