Because he's popular and they want to cash in on the God o War fans who were all like "KRATOS NEEDS TO BEAT UP MORE WOMEN" so the developers were like "well you can beat the shit out of women on SoCal and EmKay, why don't we sell our rights of Kratos to them?"
