Greenlighting, AKA Gangbangeronese for "This person should be killed on sight by anyone"

I had a dream that the US Congress worked with the United States law enforcement's stand against gang activity and gang crimes by, doing as most gang members call it, Greenlighting. Congress passed a law stating that any person(s) who is wearing a bandana or any other gang affiliation with the Crip or Blood gang (red or blue essentially), can be shot and killed on sight by anyone, including armed civilians, law enforcement agencies or any person(s) within the 50 States. Congress went with this extreme to encourage the extermination of (dis)organized crime ran by mass street gangs and enable their primary prey (civilians) to kill them without worry of legal consequences.

Now of course this would be beyond inhumane, regardless of how much problems that most street gangs cause, and would never happen in real life unless a heavy amount of mental insanity was allowed to sweep the nation and made the majority of the USA comfortable with slaughtering gang members.

Now I ask you a question, what do you think would happen if the USA greenlighted active street gang members as legitimate targets for murder? What would the pros/cons of this be? How would it affect you or the place you live?
