We really should mention how licensed games used to generally be pretty good. You know, back when they were done by Capcom, Lucas Arts, etc. Hell, most of the 16-bit Disney games were awesome.

They still made use of some pretty interesting gameplay and graphical mechanics.

Also I can recognize some of the sound effects being shared with Gunstar Heroes. (The slope where you're being chased by giant fish is an example.)
