Boarding up windows from the inside??

Spotted this today on my bus ride: the old Driving Park branch library.

What is the logic here? Is it just a matter of it being easier to affix boards from the inside due to the unusual shape of the window? Do they not care if the glass gets smashed, as long as people physically can't get inside?
