Well as we know, Fallout is supposed to be a complex and deep role playing game, and because the only two roles that exist in the universe are "literally kills every person they come across" and "doesn't do that," Fallout 3 was only half as much of an RPG as previous Fallouts.

It's the same reason Oblivion and Skyrim are worse games than Morrowind for the specific reason of not letting you accidentally kill NPCs that are vital for actually progressing the game.
