    Except they don't exist without the poles, which are an integral factor in their presence, unless you're in a sufficiently dense urban area where they can be attached to something else.

    By that logic, you would have to consider the rails to be part of a train.

    If I tell you to put up a stop sign at an intersection, you don't just go out there carrying an octagonal metal plate and tools.  You also bring a pole with you, and that whole thing, octagon and pole, is the stop sign.
