I'm not sure a lot of people even liked CatDog that much (though I know those who do/did) and that thing had a shitload of merch and tie-ins right out of the gate
Then they wanted it to make money and put out a lot of promotional merchandise. They didn't "force it to be a hit." There's just this weird implication to what you're saying here that's like, "I didn't like this, but there was a lot of merch of it, so therefore it was forced to be a hit!" Which is, uhhh, honestly really solipsistic.
After all, Thornberries stopped airing while Spengbab prevails.
Did the show have an audience that bought merch? Maybe. I never heard anyone hyping up Thornberry merc at all, however their ties with animals led them some additional merch opportunities in zoo-like establishments.
