power levels were never supposed to be a way of judging characters' relative abilities, anyway
sure Goku's power level is high, but that's kind of beside the point; it's not an accurate representation of his ability
It did make for a rather convenient method of telling the audience how screwed one character was in relation to another for a while, though.
To your point however, the good guys would so often do things to raise their power levels unexpectedly, so it often didn't matter. Plus the numbers got so high even Akira Toriyama got sick of them by the end of the Freeza saga.
