To help prevent their identify from getting out, they implanted nanomachines in people who know their true name, which make them say "La Li Lu Le Lo" every time they try to say the true name of the organization.
In Metal Gear Solid 2, the Colonel is replaced by an AI doppelganger. The "La Li Lu Le Lo" chant in the video is presumably a joke about this being the doppelganger rather than the real thing.
