It's not as horrifyingly powerful as it looks, since the Mega forms run into the same dilemma as Pikachu and Clamperl - it needs to use a held item, but using that held item means not using Life Orbs or Choice items or other boosting items, so it doesn't hit as hard as you'd think it would. I think the ridiculous base stats are Gamefreak's way of compensating for that.
What a travesty. I can't believe Game Freak would only give us 691 Pokemon.

Also to answer the question posed in the OP, I've played Red, Blue, Yellow, Snap (briefly), Gold, Crystal, and Pinball (briefly), and I've beaten Blue.
i know but like i was kinda assuming that skrelp would be a pokemon of kinda low to average strength but that high level to evolve seems to indicate otherwise
It's occasionally useful for Baton Pass teams, since it's the only user of Baton Pass that's also immune to Perish Song (thanks to Soundproof). It's also one of only 2 immune to Roar. The main problem is that it's useful for nothing else - if you see a Mr. Mime in Team Preview, that's a big neon "THIS IS A BATON PASS TEAM" sign.
