* Be named
* Be anthropomorphic
Additionally, one must either be an actual bear or identify strongly with being a bear to qualify. Teddy bears, people in bear suits and other technicalities do not automatically qualify. Monokuma and Kuma from Persona get in because of their emphasis on bear puns. The Care Bears do not.
I will make a special exception for Vriska's bear, however.

It's more that Naney literally wouldn't shut up about it back when I was making the initial list. Nowadays, I just find it...okay? As someone who only knows the show superficially, I feel like they're using the aspect of bears in a particularly un-bear-ish manner. It makes good use of bears as a motif, but I feel like bears could have been replaced by any threatening creature with little difficulty. I suppose that, in a way, I do have an issue with them being used symbolically.

The bear thing has a very particular importance in Japanese popular culture. The title, in particular is a reference to a book about the Sankebetsu brown bear incident of 1915, in which a hibernating bear awoke and killed at least seven people. Being very much about moral panic and the rejection of the Other, the bear symbolism makes sense: Bears generally avoid humans, but due to this horrible incident have stuck in the Japanese consciousness as something to fear and mistrust.
You really should watch the show. It really is brilliant.
It's too late. The memories of people shoving it into my face when i'm just trying to do some western Bear-related things are still too virulent, and my chart's more ased around Western ideas of bear stuff anyways. It's staying in the N/A category
