    ctrl-alt-del initiates a distinct interrupt from the keyboard controller as I recall.  Which is why Windows uses it for a "system interrupt" kinda thing for login/logout/etc.  Gives the user more guarantee that it's not being faked by a password-stealing program.  Plus users were used to it from DOS.  In DOS it's a specific interrupt routine in the BIOS that does an OS reset.  Worked in most hung situations except if something managed to get the hardware well and truly wedged, in which case a power cycle was needed.
