I think it's just food dye, you can get it on cakes, as well:

Basically with a computer and a machine that can put edible food dye on things, there's little you can't do in regards to 2D food decorations.

Hm I should see if I can get the Jedi Order Symbol for Universal Day of the Jedi or the 1st Edition cover of Dracula for the day of its publication. Maybe even the Photo of Bram Stoker for his birthday or George Lucas for his. (Though I really am not supposed to celebrate the birthdays of Idols until they are dead)

I remember when the Kroger bakery started offering cakes printed like that in the late '90s. They had a promotion in which you could bring in a photo you've taken and they would reproduce it on top of a cake.
