I just kind of can't imagine the appeal in a show that is essentially "famous superhero property with all superheroes removed". It just seems counterproductive.
I can potentially see the appeal, because I like backstories on principle, but I can also see where it could go terribly wrong right out of the gate. Or, alternately, start out awful and steadily improve.
I can't vouch for it, but I've heard that Gotham Central did a decent job with the premise of exploring the Gotham City police sans Batman. I doubt that Gotham is anything like that, though.

I read it. It remember it being pretty good overall.
And it also seems to be this weird extension of the "fun, costumes, color are incompatible with Quality" idea ushered in by trying to ape the style of The Dark Knight without its substance.

I would like to know more about how both of them fail, possibly without having to subject myself to the material personally
Also, Gotham as a concept isn't terribly ambitious considering it's just a reverse-engineering of what Marvel's done.
Besides, it's all just texture anyway.
