I thought Quark was rather funny, Rom was kinda annoying to me.

I think it's pointed out that for all his typical Ferengi behavior, he's much more capable of generosity than most of his fellow species.

He also saved a good deal of Bajorans during the Cardassian occupation at the a great risk to himself, if memory serves,

Somehow for me it makes his greed a little part of his charm giving that it's not as much a defining characteristic as other Ferengis.
