Probably because it's associated with Obama, unlike, say, NYC or Philly or whatever.
The Chicago political machine was particularly notorious long before Obama; in fact, part of his popularity came from his not being part of that system. D.C. city politics were similar for a long time.
Philadelphia politics aren't especially clean, but, well, we're not that bad. Now, state politics here...

I'd follow US 101 up the Pacific coast. Also, if you're looking for something more Eastern, the Atlantic coast between roughly NYC and Jacksonville is worth checking out.
There's also quite a few "seaside" towns on river estuaries. There's several on the Potomac south of DC, for example.
