In Oregon's case, it's that "highways" are the internal designations used by ODOT and "routes" are the numbers posted on signs for public navigation.
I can kind of see the intent--it's annoying in other states when changes in maintenance result in changes to route numbers--but it makes things confusing from a roadgeek perspective.

Oh hey, it's the old National Road bridge! I met a Wal-Mart truck driver a few weeks ago who told me the history of that.
It was built in 1849, so...yeah. It's still in service more for its historical value than for actual transportation, since US 40 and I-70 serve those needs. :P

unprofessionality is a bad thing but it is more than balanced out by increased access to space
