Quite frankly, I think it's because they've believed in him since they were little, they were raised in a family, or cult, or town that strictly revered Hermaerus Mora. Any writings of Hermaerus Mora warn the worshipper not to turn upon him, for he is a very bitter and unpredictable deity which may turn your brain into a library of gore-porn or what ever he desires. If not that, many worshippers fear to turn away from Hermaerus because they wish not to dispose of all they have devoted to him, or admit they have wasted their time on somebody they may never meet at all, or ever have the chance to find the existence of.

Oh, and as for why Daedra worship is uncommon outside of Morrowind (pre- and post-Tribunal):

Daedra worshippers are seen as ingrates who abandoned their rightful rulers for promises of power and grandeur, at least in Cyrodiil.

Heh, I actually like Daedra for this very reason - for their refusal to be bound to the world and diminish themselves. While still being smart enough to successfully steal a few things worth stealing :)

Then again, I am very fond of Daedra in general, for their Fair Folk impression

When I made a Dunmer (after a significant amount of researching on their culture), I made him a Cyrodilean who hates all the gods as a result of the Dunmer worshiping Azura, who's responsible for their race being cursed in the first place.

At first. Then he became corrupted and sacrificed Lydia to Boethiah to gain dark powers in his attempt to usurp Harkon. Things got weird, in other words.

It's also the most telling that the Dunmer worship the God of Betrayal as one of the Good Daedra, considering how their religious leaders (the Tribunal) committed the ultimate betrayal.
