There was a long discussion on my dash between Coelasquid (who draws Manly Guys Doing Manly Things and, imo, has a very good grasp on the human form) and her followers about how the Night Vale fandom almost unanimously decided to portray Cecil as a 20-something thin guy in fashionable clothes. She thinks that it shows a lack of creativity on Tumblr, and a lack of diversity besides skin tone. Also, most of the fashionable clothes wouldn't really be available in a small town like Night Vale.
I'm pretty sure Carlos is of some Latino (or possibly African) origin, given the name and the dark skin and the flowing locks. But it's not out of the question that he has some other races gracing his genome.
He is, however, most certainly not white. White people do not have dark skin. That's generally an iron-clad rule.
I ventured into the night vale tag myself, and I think I found the argument you were talking about. That person was technically right, but he/she was being a dick about it and should be ignored.

But Cecil the character and Cecil the actor are not one in the same, no more than Sunny from Class of 3000 is identical to Andre 3000 (but man, what if they were?). And Night Vale's a purely auditory form of media, so it's reasonable that translating it back into visual causes some incongruity.
Wow, that Sunny/Andre example was terrible. Okay, it's more like the difference between a voice actor and the character they're voicing. Tom Kenny doesn't look a bit like Spongebob, but they share the same voice at times.

Night Vale's Social Justice Cred consists mainly of two things: the belittlement of the Apache Tracker, and the Carlos/Cecil relationship. It's queer, it features main characters, (Carlos is as close to a deuteragonist as we're going to get), and Carlos's dark skin makes it interracial or POC (as we don't know Cecil's race). Tumblr cares a lot about their media's social justice cred, therefore Carlos's race is a point of contention.
Also, people (meaning anons) have argued that Carlos could be white and a Spaniard, which is just stupid because of Carlos's canonical dark skin. Stupid questions tend to piss off SJ people.
Maybe it shows ignorance on my part but it's just not the kind of thing that would even occur to me as a point of thought about the program. Like if I'm going to think about Night Vale, I'm not going to think about how socially progressive it is. It's just not something that comes to mind.

it is odd, one of my fave artists on tumblr was a fan before this got big, but i never really looked into it
Some people have hawked Night Vale in the 'queer/POC masterpiece' way that you hate so much. That's why I can think about it that way. That, and tumblr's conditioned me to assess a piece of media's treatment of women, POC's and gay people. Not as a replacement of assessing the media's qualities as a piece of media, mind you. That puts us in 'using the Bechdel Test as a replacement for proper criticism' territory, and that territory is the forbidden wasteland from which none may return.
Like, I don't like how Street Fighter does its black and/or female characters, but that doesn't stop me from playing it for 30 minutes at a time before getting beat by too many Ryu players and ragequitting.

I don't feel this to the same extent that you do, but I certainly feel you
Stuff that shows up on my dash tends to be angels or the floating cat. Some shipping, but not much. Dog park shows up occasionally, but not often. Did see one post that had hip, Portlandian versions of the hooded figures and the secret police, which was cool but kind of inappropriate for Night Park. And one post that was a montage of stuff from the pilot -- that one was good.
I'm kind of falling off of the show honestly, my understanding is that it becomes more and more about Cecil/Carlos as time goes on and while that's fine objectively, I just kind of don't care about the subplot at all.
Waiting for the bus in the rain is fantastic, and I think my favorite so far. Otherwise nothing else has stuck out as much to me. Should probably get to episode six tomorrow.
