Maybe it's because I'm a post-Tolkien guy, but I'd be choosing gnomes or fairies or sprites or something.
Or gremlins, but I don't think that was a term when Frost was alive.

Gremlins was probably used while he was alive, but I imagine it came into existence after he wrote the poem since I believe it was coined during WWII.
"Elves" in this context probably could be replaced with any of the other terms you listed, it pretty much meant the same thing. As you mentioned, making Elves to be roughly the size of humans was a Tolkien thing, Elves was basically another word for fairies back in the day.
