  And that 1971 anime JZ linked to looks like an old Rankin-Bass special, style-wise (not surprising as most of the specials were animated in Japan).

  I generally consider anime to be a style (when the word is used by westerners anyway, in Japan itself it's just the default word for "cartoon") rather than just "any cartoon from Japan" myself. I'd point out the very old Sazae-san as an example of a Japanese cartoon that isn't an anime. 

  It looks a lot more like Peanuts really.

  ^ Hayao Miyazaki gave a similar definition of anime back in the '80s, but I think it becomes pretty problematic after a certain point. This is why I prefer to just avoid the word altogether in some contexts.
