I generally consider anime to be a style (when the word is used by westerners anyway, in Japan itself it's just the default word for "cartoon") rather than just "any cartoon from Japan" myself. I'd point out the very old Sazae-san as an example of a Japanese cartoon that isn't an anime.
^ Hayao Miyazaki gave a similar definition of anime back in the '80s, but I think it becomes pretty problematic after a certain point. This is why I prefer to just avoid the word altogether in some contexts.
