I thought the term was "guns before butter" (quote from Herman Goering regarding a war economy)
Funny you should say that because I saw a cartoon that was outright saying McCain was the better choice for the 08 election as Obama was for supposedly putting butter before guns.
Is butter supposed to refer to luxury items or food in general?
In any case, I doubt you can go very far as a large nation if you have no food or no defense.
Well given Germany's economy and capabilities at the time, butter was considered a luxury -- especially so whenever they shifted over to a war economy. Stuff like butter, eggs, coffee, cigarettes, and even beer got shifted over to the troops first. For probably the only time in German history, WWII saw their beer watered down everywhere.
