Does the stop bar at a signalized intersection have any legal meaning when the signal is in flash mode? It seems like often the stop bar is far enough back that you can't actually see if there's any cross traffic. Normally that isn't a problem, since you're waiting for the green light anyway (except on right turns), but when it's flashing red you end up having to stop almost a car-length past the stop bar to stop and check for cross traffic.
I guess it's not really a big deal, but I was thinking about it because I had to stop at a flashing red light with a police officer nearby. I went for better-safe-than-sorry by stopping behind the stop bar then pulling up and stopping a second time to check for traffic, but the officer probably wouldn't have cared either way.
