I've learned to tolerate drama...except on the boat
mostly i meant like mediocre scripted shows and movies
or the kinds of shows that NBC stuffed on between Friends and Seinfeld on Thursday nights that would promptly wither and die when the network put them anywhere else on the lineup (usually because they were awful)
also like, in our house growing up, TV was rarely on, and only ever because someone was actively watching something they wanted to watch. the upshot is i can't just tune it out. it's not wallpaper for me, it's intensely distracting.
in the crew room at work, someone always puts the TV on, and it's always something like Jeremy Kyle, or some awful comedy like Baby Daddy or Two Broke Girls, and they don't even watch it. it's the most irritating thing.
Sometimes mum puts on some crappy crime drama on TV when she’s doing mind numbingly boring tasks like ironing or marking papers. It stops her from going insane, apparently.
But, like, you said this stuff was lousy. Sure, some people like to use media as background noise, but like Brian Eno said of ambient music, shouldn't it be interesting when paid attention to as well as it works as aesthetic furniture? Why this nostalgie de la boue - a longing for something which always sucked?

I don't mind music in the background, though it should obviously be at low enough a volume that it is unobtrustive.
TV in the background, on the other hand, is basically an attention sink, and frequently something I don't want to pay attention to when I have other stuff to think about, which is all the time.
