i admit i've used this phrase, i associate it w/ various tv spin-offs of disney movies
to me it kinda implies the plots are predictable and lack depth, and the presence of certain flat character types, cuz that's how i remember those cartoons being for the most part
It can be used positively to describe stuff which is zany and light, but because most Saturday morning kids' fare tended to be very one-dimensional and seemingly half-assed—and still often is—it's also a pretty simple shorthand for "not very deep and kinda jank."
i've used it negatively w/ reference to aspects of RWBY's storytelling, but that's mainly cuz i think RWBY is confused about what it wants to be and the result isn't as satisfying as it could be (i think it wants to be Naruto, but copies only surface aspects of that series w/o understanding why it fits together the way it does)
what i mean is the criticism in that case is less 'saturday morning cartoons suck' and more 'rwby sometimes feels like a saturday morning cartoon which doesn't fit w/ other aspects of the narrative'
Gummi Bears was something Greg Weisman worked on. It must have been at least above-average.
I watched it as a kid. I remember it being solidly produced and at least marginally entertaining? Not much has stuck with me in the way, say, The New Adventures of Winnie-the-Pooh has, or even something like Rupert or Paddington Bear.
