That's not an exaggeration for like 90% of anime that is literally the only genuinely profitable thing they can do. Some studios use sponsors (like Netflix funding some of Little Witch Academia's production) but that's rare and even that doesn't actually make money, it just offsets costs.
Anime is like comics in that their success, with a few exceptions, depends less on appealing to a big demographic so much as appealing to a demographic that is extremely loyal and which spends its money very poorly.

I hear the reason WB won't make a Wonder Woman animated series is because a toy deal is, thanks to the sexism of the toy industry, impossible to land
and multiple DC cartoons have been axed due to an inability to sell merchandise (though Warner Bros.' milquetoast consumer products arm probably doesn't help)
Kind of a different thing. Western merchandise markets are mostly kids, Japan's merchandise market is almost entirely otaku who are usually anywhere from late teens to their 40s.
Less (primarily-Japanese-produced) anime, more Netflix/Hulu hiring Japanese studios for original series probably.
Fandom-wise, English-speaking anime fandom will probably suffer more than Japanese fandom by virtue of anime itself being more central (compared to novels, games, etc. that often don't get translated when anime does).
