Well, it's not saying that nothing can be done. The intent, as far as I can see, is to expose how entrenched the problem is, which is the first of many steps in attempting to resolve it. One can argue that it is inside baseball or preaching to the choir, but that's a different issue.

I knew it wouldn't be Annie. That was pretty obvious given the last chapter. I THOUGHT this page hinted that it was Parley. Though, I thought Andrew would be a more logical choice.

I'm wondering if Jones was actually recommending Annie even though she new Annie would never be picked by the court. Jones obviously has no interests in the politics of the court and would have made the recommendation based on who she thought was the best Medium, not necessarily the best Medium that would have the court's interests at heart.

That being said, I think Andrew is a better choice in general. Granted, I probably wouldn't have thought that before the last couple arks (which took place after Jones wrote her report), but it's probably best for all parties involved if Annie isn't directly involved with Coyote and crew for a while.

Wonder what this means for Annie, though. Now that she no longer has a chance of being Court medium, she's basically just a bad student that gets into trouble all the time from the courts perspective.
