From the same director as Queen Emeraldas and a frightening number of Pokemon specials, a writer who is probably pseudonymous (having literally done one other thing), and... y'know, the designs looked kind of Ikkitousen-esque, but apparently the character designer cut his teeth working on Dragonball Z and has no affiliation with that notorious franchise, so I'm going to chalk it up to "early 2000s OVA."
