Also, unless you're looking for Church or sect websites, you're probably just seeing the worse.

The Jehovah Witnesses and Catholics sites look pretty modern.

Even many of the one-sided debate threads don't look anything nearly as bad as what you just linked.

The Chinese is in GBK/GB18030, not Unicode, which means it's showing up as mojibake unless you set the encoding manually.
