Citizen Bear: The RPG
Okay, okay, hear me out.
You're a bear in a sleuth of bears devoted to fight crime. You get 4 stats: Roaring, Fuzziness, Claws and Smarts. You also get a specialty in one white collar crime: tax evasion, embezzlement, maladministration, wire - tapping etc., and you get a bonus to rolls depending on whether you're defending against that sort of crime.
And your mission is to detect that crime and stop it, bear style.
