People do that ALL THE TIME here, despite constant reminders on the radio to turn their lights on while using their wipers. (People should also be using their lights at twilight, too; just because it's not completely dark doesn't mean people can see you.)

I saw a car with no headlights on in the middle of a smaller road at an intersection recently.

I'm not sure what it was doing there. It didn't turn into the larger road (3-way intersection) despite having ample opportunity. Perhaps the driver had stopped the car for reasons I don't understand.

I was suddenly reminded about this one thing I read about many years ago where allegedly some gangs would use driving without lights at night as an initiation thing where the driver would have to shoot at whoever flashed their lights at them. Still dunno whether that's true or not -- just never looked it up.
