i mean when i tried to watch it, i felt it was like, PPG, if you took out everything funny and replaced it with stuff that was crude, but not actually funny because there was no punchline or anything amusing about it, it was just kinda gross
later i heard it was intended as a parody or a pastiche or something along those lines, so it's likely i missed the point in trying to approach it as a regular cartoon, but idk

The beau has informed me that it clicks about a third of the way to halfway through but if the humour in the first half isn't your bag then those first four or five episodes are gonna be a slog.
yeah, the first 4 or 5 episodes are like, blah gross-out humor, and then it starts getting into subverting your expectations and homages and parodies and whatnot.
I dunno, what little I saw of it wasn't at all bad acting-wise, just kind of excessive with respect to the swearing. But it's kind of an over-the-top, ridiculous show to begin with.
And anyway, Japanese doesn't have a lot of swear words, but it has a lot of insults, particularly in the form of condescending or offensive forms of "you," so translating temee or onore or kisama as "hey, asshole" or "motherfucker" or "you bitch" makes perfect sense to me, because there is no real equivalent.

I did watch it in sub. I'm thinking of the inflections of the original voice actors. I think Panty made the leap pretty well and the Americanization of Garterbelt was appropriate but I hate how Stocking doesn't sound as cute and sweet anymore.
"Cute" adult characters are hard to translate because few Americans have such high-pitched voices. There's Hynden Walch and a few other people but they're not exactly common. So you choose someone who fits the mood and personality of the role rather than the timbre.
Incidentally, the reverse happened with Yamizaki in Welcome to the NHK: The original has a relatively low, snarly voice, while the American take is more nasally and hysterical, but both nail the character's attitude and really get across who this guy is.

I liked the dub plenty, personally.
Stocking being a bit less cutesy didn't bother me because she was really just as bitchy in the original Japanese, and that's what I love about her.
The swearing was excessive but at the same time excessive swearing totally fits the tone of the show, to me. Again, my inner 13-year-old likes it.
