I admit that he actually has a pretty nice voice on these songs, but the music doesn't really grab me.

well on the tape that's off of (and most of his mixtapes) he's going over other peoples' beats. And Da Drought 3 came out at the height of the ringtone rap era, so yes the beats are not that impressive.
Chain Hang Low has better verses, though I personally prefer King Kong's hook and composition. Originality and everything.
I can still recite A Milli's first verse and most of the rest perfectly. Wayne's body of work as a whole is sort of a mixed bag for me, though, and the earlier stuff definitely has more staying power than his later work.
