Here is a nice checklist for you, ko. :)
going clockwise:
LAUNCH OCTOPUS -Heart tank: one of the water jets takes you up to a boat on the ocean's surface. Shoot this boat until you sink it, and it will collapse an underwater bridge and reveal a hidden area. Beat the dragon robot in this area to reveal the heart in the lower right corner.
CHILL PENGUIN -Boots upgrade (dash ability with A button): you probably already have it since it's in the main path. -Heart tank: after beating Flame Mammoth, go to the section with the ride armor, but instead of going under the ceiling, use the pillar to jump on top of it, then destroy the igloos with the flamethrower. One of them has the heart.
FLAME MAMMOTH -Buster upgrade (extra charge level + charge ability for special weapons): you need the dash boots and helmet upgrade. After the first big drop, stand on the left side of the conveyor belt and dash jump to the blocks to the left, in the ceiling. It is very tricky, but you can kick/headbutt your way up into the alcove. Of note: if you don't get it now, Zero will give it to you in the fourth-to-last stage, so don't worry. -Sub tank: in the big room with the conveyor belts and pickaxe guys, go to the top conveyor belt and dash jump to the left, where you will find a wall alcove. You can kick through the blocks (may require the helmet upgrade?). -Heart tank: after you beat Chill Penguin, the lava in this stage freezes. You can go in the bottom right corner underneath the conveyor belt in this same room to get the heart, on the frozen lava.
BOOMER KUWANGER -Heart tank: in the part where you're outside climbing the wall, the heart is on the awning just before going back inside. You need either a) Boomer Kuwanger's boomerang to grab it, or b) Chill Penguin's thing, charged up with the upgraded buster, which forms an ice platform that will slide outside; you can jump off of it at the right time to get onto the awning.
STING CHAMELEON -Armor upgrade (all damage is halved): right before you enter a cave with boulder-dudes, you can instead jump up the wall and go on top of the cave. There is a robot mini-boss here who you want to lure back and forth and shoot in the head, using the walls to avoid his grabbing claws. He takes a lot of damage, but beating him reveals the upgrade. -Heart tank: after you beat Launch Octopus, the gap right beneath the aforementioned cave is filled with water. You can kick through the blocks (may require helmet upgrade?) and then dash jump to the right, through the water, to a ledge with the heart.
SPARK MANDRILL -Sub tank: in the bottom right of the first area, it may be found. You can only take it with Boomer Kuwanger's boomerang, since it is blocked off. -Heart tank: in the room where you start climbing down ladders to the mini-boss (I think) you will find a ledge near the ceiling. A dash-jump off of the wall, properly choreographed, will get you onto the ledge, to the heart.
STORM EAGLE -Heart tank: at the top of the moving platforms near the beginning, do a huuuuuuuuuuuuge dash jump to the left, and you will land on a building's roof at the stage's beginning. It is here. -Sub tank: past the aforementioned moving platforms is a watch tower with glass windows you can break into. It should be in here. -Helmet upgrade (lets you head butt through rocks): when you get to a very tall scaffolding that you have to jump up, instead of going to the right, go down its right side to the ground, and then right to some flammable tanks. Shoot them a bunch of times (or flamethrower them) and they will explode, revealing the upgrade.
ARMORED ARMADILLO -Sub tank: I think the first big bulldozer thing has it behind it, if you stay on the wall and wait for it to go past you. -Heart tank: the second(?) big bulldozer thing will tunnel under it, but if you stay behind it and shoot it enough to destroy it before it digs out all the earth there, you can jump up to where the heart is.

Somehow I knew to beat Chill Penguin first. So, I did.
I always feel bad doing it that way, so I go after Flame Mammoth first for the added challenge of lava and a lack of dashing (it is still quite possible to do). But, Chill Penguin is definitely the easiest to start with, and the dash boots help immensely.

Wendy's really should sponsor our website, what with all the free plugging we do for them
Also, when Anonus came to Columbus, I showed him the building where the first Wendy's location used to be. (It houses unrelated offices now, sadly.)

Finished Sigma stage 1
that's enough for now
ummmm I have bad news. :x Mega Man passwords never keep track of your progress in the final stages so you will have to play that stage again if you turned the game off...

I was always a Carmen Sandiego kid.
Chill Penguin > Spark Mandrill > Armored Armadillo > Launch Octopus > Boomer Kuwanger > Sting Chameleon > Storm Eagle > Flame Mammoth > Chill Penguin > etc.
