I’m pretty sure the 65 sign was meant to be a truck speed limit sign, or rather, Indiana’s weird variation thereupon.
It seems the contractors assigned to install the signs were given the wrong one and basically said “Hey, not my problem, I’m just gonna do what they paid me for.”
